Similar to English, many verbs can be followed by a second verb in infinitive when the subject is the same (correferencia de sujetos), e.g. 'I want to go', 'he refused to leave', 'he promised to call me', etc.
Where Spanish does differ, though, is that many of the verbs of saying, believing, or affirming can use this construction (oraciones subordinadas sustantivas de infinitivo), while in English this is often not possible.
1) For example, "he says to be a teacher" is not possible; however, "he claims to be a teacher" is fine. With certain verbs, including decir and creer, this construction is generally only used in written/formal Spanish and only when the second verb is a state rather than a single action. This has the benefit of not having to repeat the subject in the event that there is possible ambiguity.1-2
Ejemplo: Un agente de la Guardia Civil ha interrogado a alguien para saber quién es el hombre muerto. Su jefe le pregunta '¿Quién es este tío y qué sabe del otro?'
-Él dice que es profesor de inglés— He says that he's an English teacher (The subject of the second verb may not be the same person; possibly ambiguous)
-Él dice ser profesor de inglés — He says he's an English teacher (Clearly the person being interviewed saying that he himself is a teacher)
-Cree tener razón — He believes he's right [Stative verb]
→Cree que trabaja demasiado — He thinks he works too much [Cree trabajar??; action verb]
-Dijo estar de acuerdo — He said he agreed [Stative verb]
→Dijo que iba al gimnasio — He said he went/was going to the gym [Dijo ir??; action verb]
-Aseguró no conocerla — He claimed not to know her
-Las fronteras que la Guardia Civil dice querer “impermeabilizar” — The borders that the Civil Guard say they want to seal off
2) Action verbs can be used when referring to past events with the construction verb+haber+participle.
"En efecto, varios verbos de lengua y de pensamiento solo aceptan en el español actual infinitivos si estos expresan estados, [...] suelen rechazar los infinitivos que designan acciones no habituales [...] pero aceptan en cambio el infinitivo compuesto con naturalidad".NGLE
-Afirmó haberla visto — He stated that he had seen her
-Confesó haber robado el dinero — He admitted to stealing the money [Confesó robar el dinero??]
-Dijo haber visto al hombre salir — He said he had seen the man leave
→Dijo que vio al hombre salir — He said he saw the man leave [ 'Dijo ver al hombre salir' is heard but not recommended]
3) Occasionally, you will see the infinitive when it refers to an ongoing action in the past and present.
"Aun así, se documentan en ocasiones infinitivos simples de verbos de acción usados en la interpretación no estativa como complementos de 'confesar', 'creer', 'decir' y otros verbos similares. En estos casos no se alude a hábitos ni a propiedades caracterizadoras". NGLE
-Dice/Dijo ver luz al final del oscuro túnel [In this example 'ver luz' is an ongoing state rather than a one-off action]
→Dice/Dijo que ve/veía luz al final del oscuro túnel [Preferred option in spoken Spanish]
-Creía notar un cambio en el
→Creía que notaba un cambio
